Our cutting edge Mechanical & Biological Treatment plant in Horsham has the capacity to process over 310,000 tonnes of waste per year. The facility includes the mechanical recovery of both recyclable material and residual waste for RDF with any biodegradable material being treated within the AD plant to generate electricity. The plant has the ability to produce up to 4.5MW of electricity to power the MBT facility and export to the national grid.


Establish links and liaise on an ongoing basis with all local stakeholders, community groups and subcontractors to ensure compliance with the Materials Resource Management (MRM) contract. The role holder will lead on communication and represent the West Sussex Site and West Sussex County Council (the Council) as well as responding to comments and queries from the public.

The Environmental Compliance part of the role is to ensure that the Site stays in compliance with Environmental legislation and with Statutory and Corporate regulations. The Officer will also need to ensure good communication with the EA; West Sussex Authority as well as the local community in the vicinity of the Site.


1 To implement the agreed marketing plans across the Council utilising all aspects of the marketing mix, in association with the Site management. Measure, monitor and evaluate the effectiveness of marketing tactics in use.

2 Ensures Compliance with Environmental Legislation and contractual Environmental requirements of the MRM Contract.

3 Implements Biffa Environmental standards on site ensuring compliance with the necessary ISO standards. The officer will be responsible for developing the IMS/ and ISO procedures and ensuring the standards are kept up on site.

4 The officer will be responsible for ensuring that the site is audited against its environmental compliance in line with Biffa and contractual requirements.

5 Initiate awareness raising campaigns and events to emphasise the connection between public behaviour and waste recycling issues. Form partnerships with key local groups in target areas to develop local advisory groups, to increase awareness of capabilities and increase participation in schemes.

6 Contact schools and interest groups for educational programmes. Assist in the delivery of the Waste Awareness and Prevention Plan.

7 Implement educational campaign activities with schools in the area, in line with requirements of the National Curriculum and wider audiences.

8 Manage and carry our Site Visits and Open Days. Producing publicity and promotional materials for events and engagement activities.

9 Manage and respond to complaints and enquiries about the Service. Maintain and update the Service website ensuring the information on the website is accurate and up to date, and supports the work of the MRM contract. Produce regular written updates for West Sussex residents to update them on progress.

10 Attend regular meetings with the Council and MRMC key stakeholders over communications and promotional activities.

11 Lead on external communications in order to build the profile of the Site among West Sussex residents.


• Attending meetings with the Council and producing regular written updates to the Council to inform them about current activity.

• Auditing and ensuring that Biffa West Sussex comply with all Duty Of Care and environmental legislation for the site.

• Keeping abreast of all of up coming legislation and the sites legal obligations, working with site management in discussions with WSCC and EA.

• Assisting in the delivery of Waste Awareness campaigns and engagement projects with local councils, colleges and universities.

• Working alongside the Council on key engagement projects and to engage the general public to recycle more.

• Coordinating site tours, visits and presentations (c.50 per annum)

• Providing a first point of contact for general online and telephone enquiries from West Sussex residents and organisations.

• Communication and Pubic Engagement (e.g. presentations, open days) : these are mapped out at least a month in advance.

• Addressing comments from the public : ad-hoc/weekly.

• Contractual requirements : planned annually.

• The job requires theoretical, practical and procedural knowledge of the Site.

• The job involves working with a broad range of external stakeholders, using discretion and initiative over a defined range of activities.

From time to time the role holder maybe required undertaking duties that involve contact with children or venerable adults, therefore the role is subject to a satisfactory Standard/Enhanced Disclosure statement from the Disclosure & Barring Service (DBS).


Education / Qualifications

Good standard of general education to GCSE Level (or equivalent) at Grade C or above in English and Maths

• Undergraduate degree or equivalent


• Employment experience in relevant industrial/commercial setting

• A good understanding of the environment and waste management

• Understanding of legislation and Environmental matters.

Technical Knowledge

• Understanding of the potential of social media and experience in the use of social media applications

Skills and Behaviours

• Good social and communication skills

• Strong presentation skills, experience in dealing both one to one and with large groups

• Task management, including meeting deadlines

• Budget and supplier management


• Will require a CRB Disclosure Check

• Some evening and weekend duties as part of the normal working week
